can't say for sure whether QSV or AMF offers some lossless intra frame encoder, but you can check their SDKs to know for sure.

https://github.com/styler00dollar/Vapour...cnn-Vulkan and the vs-mlrt filters (assuming ncnn is selected) use Vulkan, I don't think any other filters do.

Likeley: No, since afaik the only tool supporting it is xeve.
Xeve only works properly through ffmpeg (see: https://github.com/mpeg5/xeve/issues/133, also square pixels didn't work, see: https://github.com/mpeg5/xeve/issues/105) and judging by the git repository seems to be abandoned.
Also, afaik EVC/LCEVC are both not supported by any Vapoursynth source filter atm.
