Your problem has nothing to do with your encoding settings.
Since those artifacts are already in the preview, only way to get rid of them is applying filtering.

Just letting people know that my source DVD was fine, but the problem was actually produced by MakeMKV, so I redid my file using DVDFab to do the ripping.
