I'm using default everything as far as I'm aware. Changing limit decoder threads to 1 did not increase or decrease fps.

Hmm,.. Maybe the indication is somehow wrong for you, since the 3060 should roughly have 1/3 of the speed of the 4080, with you getting 5fps and me 14fps seems to be in the right ballpark.
