Yes, for all encoders, which Hybrid supports, which support 2-pass encoding, Hybrid supports it.
For NVEnc there is no real 2pass encoding, qvbr is the most similar in NVEnc to 2pass encoding.

I have this INTERLACED video (SEE BELOW) - what settings would you recommend for converting to PROGRESSIVE

Assuming the source realky is interlaced QTGMC with bob and preset fastgrain should be fine.
