'2 fields per block' simply means that the file is saves in a classic interlaced way, which is typical for MEPG-2 content. (In AVC, the interlacing is done on a per block basis.) It does not say anything about whether the content is mixed or not.

You posted to look at a source, but didn't share a link to it.
Instead, you posted a part of a mediainfo report, from which you concluded stuff which the data didn't support.
