You did not copy&paste the call:

cd "C:/Program Files/Hybrid/64bit/Vapoursynth"

you just used:

C:/Program Files/Hybrid/64bit/Vapoursynth

which lacks the 'cd' and the quotes!
But this time you are already in the correct folder, so that call would not have been needed.

I just tried preview with Avisynth filtering and it works fine, if that helps?
