We already had this, the procedure is the same as last time.
Were you spread it over two threads.

1. crop
2. make sure output par is set to square pixel
3. resize
4. set letterbox

or

1. crop
2. make sure output par is set to square pixel
3. crop more
4. resize

Always the same procedure.

oh, i can only resize the clip without any black area, when i tired to resize it using this 720×576 clip with top and bottom black bars, the picture got smaller in center of 1920×1080.

it seems need to crop the Top and Bottom black areas first, then do resize to 1920×1080, so how to set it ?

How about using the crop function and/or the auto crop function?
Also when manually setting the crop parameters you can use the crop view. (requires 'crop' to be active)
The tool-tip of the normal Crop View should show the keyboard mapping on how to crop.
