I get a bit confused with the names of some of the artifacts in videos, so I don't know what to call this one here, and what is the best settings (DeHalo, AntiAliasing, etc..?) to minimize the artifact?

It looks similar to ghosting, just from the screenshot I doubt thatn any of the normal filters will help.
Look at https://forum.videohelp.com/threads/400231-Green-Halo-artifact-with-Technicolor-movies-on-bluray that looks similar.
You might have more luck asking for help over at videohelp, but they also will need a small sample to look at it.
