If you understand how Hybrid and Avisynth scripts work, you can use it through one of the Custom sections.
In case you plan to use a Custom section, note that this filter/script will only work with 32bit Avisynth, since over at http://www.avisynth.nl/index.php/RedAverage is only a 32it version of RedAverage.
(this might be the reason why I didn't add it to begin with)
