I was trying to make a webm but the VPx option does not show up in the video codecs list.
This only happened after updating to the latest version; the previous version worked fine.

try clearing the cached tool infos,..

Okay.
Thats strange I'm using Win10 64bit for development and can't repoduce the issue here.
For me VPX shows up under Base->Processing->Video right under Xvid and the only way Hybrid removes it is when I move the vpxenc.exe out of the Hybrid folder.
-> Have you tried deinstalling Hybrid with all it's settings and reinstall it?

What virus scanner / personal firewall do you use?
Try whether it helps to disable it while starting up Hybrid.

I have reinstalled, but it doesn't help. Should this location C:\Users\jouni\AppData\Roaming\hybrid\profiles\video be directory VPX? There is not any folder for VPX.

No, there should be a vpxenc.exe inside your Hybrid installation folder.
There will only be a profile order for vpx if you save a custom profile.
Is vpxenc listed under Config->Tools ?
