[INFO] Neo DFTTest 2D/3D Frequency Domain denoiser

Neo DFTTest seems to be rather interesting for denoising in combination with deinterlacer like QTGMC.

Recent work is conversion of (Blu-rays) 1080i 29.970fps to 1080p 23.976fps, still couldn't find fast and quality settings.

I'll think about adding support for it in Vapoursynth.

Not sure whether it really makes sence to add it in Hybrid for VapourSynth and it's backport of DFTTest for VapourSynth to AviSynth.
So unless someone does some tests and reports that this version is faster I see ne gain in adding it.
