You did not copy&paste the call:
cd "C:/Program Files/Hybrid/64bit/Vapoursynth"
you just used:
C:/Program Files/Hybrid/64bit/Vapoursynth
which lacks the 'cd' and the quotes!
But this time you are already in the correct folder, so that call would not have been needed.

Just installed the latest dev version and thought I'd see if the Vs preview window now works. 

I now get this:

The procedure entry point

could not be located in the dynamic library C:\Program Files\Hybrid\Qt6Mulimedia.dll

So I guess we now have something to investigate with no Vs preview window in Windows 7.

Windows 7 support was dropped in Version "2021.01.31.1",...

From the download page:
Quote:note that Hybrid doesn't work on Windows XP anymore and after 2019.12.23 all versions are 64bit only and 2020.12.13.1 was the last version which supported Windows 7
