I have tried 2020.12.05.1, and nvenc support is still not shown. The lines in the log are the same.
If you are directly scraping the NVIDIA site referenced https://developer.nvidia.com/cuda-gpus, the 3060 Ti is not on the list, whereas the rest of the 30-series is.
Detected the following cards which seem to lack NVIDIA PureVideo support: NVIDIA GeForce RTX 3060 Ti Virtual Display Adapter Microsoft Hyper-V Video
No card found that's supported by nvenc, the CUDA encoding library. -> Removing CUDA based encoding support. Card name was compared against: https://developer.nvidia.com/cuda-gpus
