I replacing the content of my settings folder with the content of you attached and Hybrid started up without a problem.
Is there an error message or something similar when starting Hybrid?
In case your are using an Intel CPU this might be related to QSVEnc -> does Hybrid startup if you remove the QSVEncC.exe from the Hybrid/64bit folder?
