Yup the whole subtitle file seems strange,...
Something like:

Seems really strange to me. (Showing the same text over the same time twice.)

-> at least to me this doesn't make sense.

The subtitle extraction call in Hybrid uses:

"I:/Hybrid\64bit\mkvextract.exe" tracks "C:\Users\Selur\Desktop\One Punch Man S01E07.mkv" 2:"E:\Output\One Punch Man S01E07_id_2_lang_en_default.ass

seems simple enought and correct.
