Took a look at the file:
-> will look into the frame rate thing, as a workaround you can enable: "Filtering->Speed Change->Change speed" and set it to '29.976'

- by the screenshot, there is some sort of decoding problem.
- by the time codes, the source is telecined, so deinterlacing with QTGMC is the wrong approach
Took a look at the file:
- It's progressive not interlaced. Enable "Filtering->Overwrite input scan type to" and set it to progressive.
- It got a lot of duplicates.
- Decoder has problems when jumping inside the file, progressive playback doesn't show a problem. -> Nothing I can do about that. Encode should be fine.
