Can't help with your bios or system settings.
btw. looking into guid for Interframe, seems like the parameter is ignored.
When enabling Overwrite->Smooth and using:

{rate:{num:2,den:1,abs:false},algo:2,gpuid:1,mask:{area:100},scene:{mode:0}}

load is still on gpu 0. (tried in Avisynth and Vapoursynth)
=> seems like they never implemented support for this in the free version
