An Algorythm that relies on models/data to learn and thus improve/enchance the image quality as the filter is used more in hybrid ?

No. I know of no system which allows to improve/enhance an existing model. All systems I know of require new training of a model.

What about a digital zoom filter ?  Wich is not the same as a upscaler..

Any digital zoom outside a camera is nothing else than an upscaler on a restricted area of the image.
Not taking some ai based digital zoom which takes the image, which looks through a database and replaces parts of the image, like some newer camera have it.
(thinking about: https://www.theverge.com/2023/3/13/23637...-s23-ultra ; CodeFormer is somewhat similar to this, but for faces.)
