Interpolation only works on progressive content so first deinterlace.

No, clue, the script at the top has some method to find potentially broken frames, no clue how good it is.

Took a look at your file: that looks something caused by some bad capturing. I would suggest posting it over at videohelp.com in the restore section, maybe someone has an idea.
