Hadn't done any encoding for some months so updated to latest version of Hybrid and yes I did uninstall the old one first.
Got an error about Vceenc check features not responding after 5 seconds and aborting, restarting Hybrid might solve the problem , then the cause might be some incompatibilty between the tool and your system, also for x265 the same error after cancelling the first error which I thought was even stranger.
Anyways when I did get Hybrid to start I have no Vceenc options, however the x265 ones appear normal. Have tried reinstalling etc resetting tools.
Vceenc will work on Staxrip OK so not sure what is going on. I'm on Windows 10 64 with a Radeon 6700XTÂ

No matter, I found the problem.
Both Vceenc.exe and x265.exe were set to run in admin rights for some reason, how that happened and continued to happen when I was removing and reinstalling etc I have no idea.
