Have tried restricting filters using a mask?
Have you tried some degrain filters?

Maybe:
1. AutoWhite + BasicVSR++ (on Chroma only): https://imgsli.com/MjgwNTk0
2. + SMDeGrain + 2xYAHR: https://imgsli.com/MjgwNTk1
also moving SMDeGrain above BasicVSR++ might be good too, adding some grain add the end will help with the general lack of detail in the clip.
Background could also be cleaned up using some level masked denoising.
