And it's another of your issues, where you don't really share details, no debug output.
This kind of adjustment is only needed if you change the playback length of your output. This only happens if you also speed up or slow down the video frame rate through:
a. 'Filtering->Speed Change->Change speed" or
b. 'SelectEvery' without 'Adjust FPS' or
c. 'SelectRangeEvery' without 'Adjust FPS'
or you try to swap audio streams between sources of different frame rates. (in your case, the audio from a PAL source under a NTSC source)
=> are you sure, what you are doing is corret?

Ps.: I attached the extracted audio and the results I get when converting to ac3 while using speed change 25 to 24 without and with pitch adjust. Everything seems as expected.
