Taking a random telecined 29.97fps source, letting Hybrid IVTC the source and using x265 as encoder (MP4Box is used as muxer).
The output is reported as:

-> so no problem here. Which is why I asked for more details since using any file and any settings doesn't seem to do the trick here.
