[HELP] Help with the FPS/interlacing of this PAL file? Also issue with encode speed.

=> Tell Hybrid to use the frame rate from the stream.
(Enable: "Config->Internals->Prefer Original->Frame rate" before loading the source.)

with a deinterlacer (such as QTGMC), it comes out with juttery frames.

That sounds like the frame order isn't detected properly, try whether overwriting the frame rate to 'top field first' or 'bottom field first' fixes the problem.
You might also use the Vapoursynth/Avisynth Preview to check deinterlacing before encoding.

it goes at a very slow FPS, far slower than any other file with the same settings.

Might be due to the deinterlacing, no clue without further details.
