Thanks. It now encoded at a proper speed for my settings, 50+ FPS, instead of an abnormally low value.
The output now seems to be very slow? It only seems to look normal when remuxed to the originally listed 47.952 FPS with MKVToolNix, which is odd. I fear may introduce interlacing artifacts on playback, but do not have proof. Do you know if this is harmful to do, or if there's a way to avoid needing to do this?
