Don't see any real benefit for the additional reencoding step you purposed.
Both applying BasicVSR++ to HD and SD content can make sense.
a. BasicVSR++ will be more aggressive on lower resolution videos, so whether it makes sense depends on what you are doing.
b. BasicVSR++ is usually applied before the resizing, so when going from SD to HD you are applying BasicVSR++ on the SD version before upscaling.
Side note: In my example, I only kept the effect of BasicVSR++ on the chroma and not the luma.
