[HELP] Why the "Psy RD" value unable to change?

To be able to use and change the two values you need to:
a. Set 'x264->Motion Estimation->Motion Estimation Settings->Sub-pixel precision' 6 or higher (which you haven't done)
and
b. Set 'Quantization->Advance Quantization Settings->Adaptivequantization' to 1 or higher (this you did)
