Likeley: No, since afaik the only tool supporting it is xeve.
Xeve only works properly through ffmpeg (see: https://github.com/mpeg5/xeve/issues/133, also square pixels didn't work, see: https://github.com/mpeg5/xeve/issues/105) and judging by the git repository seems to be abandoned.
Also, afaik EVC/LCEVC are both not supported by any Vapoursynth source filter atm.
=> Atm. I got no plan to support EVC/LCEVC encoding.
