For the temporal radius, 2 or 3 are usually good values, I usually first try 3 and only lower it when it causes ghosting or missing issues.
Regarding the thresholds I usually use roughly 1/3 or the first for the second and increase the first up to 12000, but usually I would recommend not to go over 2000.
The effect of the thresholds is usually easily visible on noise sources.
DeScratch is usually a good candidate when fine scratches that might stay a while are there, Spotless usually is a good candidate for larger and/or short artifacts.
=> Best simply play around a bit with the filters on their own and check the preview (in compare view, with interleaved split view or 'Original/Filtered/Diff) to see the effects.
