Does this also happen if you try to start "C:\Program Files\Hybrid\64bit\Vapoursynth\vsViewer.exe" directly?
Using https://www.dependencywalker.com/ (64bit) does is show any missing dependencies for vsViewer?
(I suspect some dependencies are missing,..)
