Personally I would try DPIRdeblock with high values like 75, 100, 150,...
I expect, conventional deblockers to either do nothing noticeable or blur too much.
You might also want to check BasicVSR++, 'NTIRE 2021 (1)' should perform well at such resolutions.
On some scenes, 'Video Deblurring (GoPro)' or 'Video Deblurring (DVD)' might also be worth a look, but probably will seem 'unnatural' in most scenes.
Another thing, independent of what deblocker you choose, might be to try testing what happens if you use CAS (0.7, 0.8.0.9, 1) before the deblocker.
