Rather the opposite.
Matrix: BT470BG matrix for PAL (5) and SMPTE170M matrix (6) for, but it's still the same matrix.
Primaries: BT470BG(BT601,BT1700PAL-625) primaries for PAL (5) and SMPTE170M(BT601-525,BT1700NTSC) primaries (6) for NTSC. And they are different for PAL and NTSC. There's also the historic BT.470M+NTSC 1953 (4). I have no idea when it was used. SMPTE240M (7) is the same as (6).
