Those are halos, so try the DeHalo filters.
Filtering->Vapoursynth->DeHalo->YAHR with Depth:16 and Count: 10

you might want to add something like CAS(0.7) after the YAHR calls to somewhat counteract the inherent blurring through YAHR.
(also these settings are just a quick try, you might want to also use different values)
