[HELP] NTSC DVD with a Soft Telecine

I have a file I extracted from an NTSC DVD that, when inputted into Hybrid, the scan order is changed from progressive to a soft telecine. Content was originally shot on film. I played back file and it's not interlaced. Is it necessary to overwrite the input scan at all? I want it progressive so I do I need to re-encode it as such under De-(Interlace)/Telecine? Or select a different one?

I also need to get the source's 29.97 fps converted to 23.976. Should I check any of the filters in the Speed Change tab and then select my desired frame rate?

I will eventually resize file's resolution from 720x480 to 1280x720.
