I believe I figured out what the problem was. I needed to remove the soft-pulldown flags first before doing any post-processing in Hybrid! A poster on the MakeMKV forums was having a similar issue with progressive video output on his DVDs and Scavenger there recommended he eliminate the flags using tsMuxeR. I did the same on a different NTSC DVD. Scavenger also advised going into MKVToolNix and resetting the framerate to 24000/1001p. I made the change under Default Duration/FPS (which was originally blank). I did a post-scan of these two changes in MediaInfo and the 2:3 Pulldown is gone. MediaInfo also recognized that the original frame rate was 29.970 but now is 23.976.

I played the modified file and was pleasantly surprised that I don't need to resync the audio! Sound f/x and lip movements are perfectly in sync with the image.

I'm curious to know what Selur thinks?

tsMuxeR also gives me the option to change the fps to my liking, but is it better to remux it later in MKVToolNix as Scavenger suggests?
