Please check:
Does copying Hybrid/64bit/msvcp140.dll to Hybrid/64bit/Vapoursynth/msvcp140.dll fix the problem for you?
If not check that the file LSMASHSource.dll exists and wasn't removed by some virus scanner,..

Ps.: also uploading VapoursynthR79_torch_2026.10.06, but that will take ~1 hour
