I can remove libdvdcss from the build script, since it's an optional runtime dependency (dlopen()) but not required for building.
As for the legal thing... I'm German and I've always been using libdvdcss, but I can understand if you don't want to distribute it. It's pretty easy to install anyway, either using libdvd-pgk or building it from the actual source code.
What's the OS you're building on? rav1e didn't build for me on Ubuntu 16.04, but a build from Ubuntu 18.04 might still be compatible with 16.04.
Can you make an exact list of the features you want for ffmpeg?
I will attempt to write a script for deploying the tools later. Basically I would do something like in the Windows installation, put the dependencies in a sub-directory. linuxdeploy will automatically do that, add RPATHs, etc. However, I wouldn't provide runtimes like wine or python.
What is idxSubSplitter and where can I download it?

rav1e builds if you use a newer version of nasm.
