What's the OS you're building on? rav1e didn't build for me on Ubuntu 16.04, but a build from Ubuntu 18.04 might still be compatible with 16.04.

atm. I use Ubuntu 16.04 to keep the general dependencies down.

Can you make an exact list of the features you want for ffmpeg?

What is idxSubSplitter and where can I download it?

However, I wouldn't provide runtimes like wine or python.

I think it's okay if one needs to put some additional work into it to get Vapoursynth or even Avisynth working on Linux.
(It would probably be a good idea to provide a small guide to install at least Vapoursynth&Co, but the whole Wine+Avisynth for me seems more pain than gain.)
