Okay, then I understood that correctly and like my test showed the version I send you should be able to do that.

Hybrid doesn't support FillMargins.
What you could do:
  1. Combine Crop&Letterbox to remove and add borders in case you want to crop/add black borbers, or
  2. Use 'Filtering->Avisynth->Custom' to add use FillMargins (http://avisynth.nl/index.php/FillMargins), assuming your input is already YV12 you could:
    • Download&Extract 'FillMargins' to your system.
    • set 'Filtering->Avisynth->Custom' to 'Crop', enabled it
    • insert something along the lines of:
      LoadPlugin("I:\Hybrid\32bit\avisynthPlugins\FillMargins.dll") # path to the plugin
      FillMargins(2,2,2,2) # the call
  3. Check the Avisynth Preview to see if everything works as it should. (Note that if your source isn't YV12 your clip would need to be adjusted to YV12 since FillMargins only works in YV12.

I do not plan to support FillMargins in Hybrid, since:
1. I would normally recommend to use Crop&Letterbox instead for black borders
2. It only supports YV12.

Ps.: As a side note: Do not change the resolution of your input if you use HDR-10+ unless you know a way to adjust the dynamic HDR meta data accordingly. (I don't know of any aside from doing a complete new Color Grading.)

Yes, I didn't know you were using the Cut Support.
-> So if you need it you could still use the option through Filtering->Avisynth->Custom like I mentioned.
