Input file  link
Frame rate mode : Variable
Frame rate : 59.940 (60000/1001) FPS
Original frame rate : 29.970 (30000/1001) FPS

1.
I am check "Prefer Original Frame Rate"
regardless of the state of this function Hybrid always determines frame rate as 59.940

Judging:
  • by the screenshot, there is some sort of decoding problem.
  • by the time codes, the source is telecined, so deinterlacing with QTGMC is the wrong approach
No clue why your source is 4:2:2 since the the tv content broadcasted was 4:2:0.

Took a look at the file:
  • It's progressive not interlaced. Enable "Filtering->Overwrite input scan type to" and set it to progressive.
  • It got a lot of duplicates.
  • Decoder has problems when jumping inside the file, progressive playback doesn't show a problem. -> Nothing I can do about that. Encode should be fine.

-> will look into the frame rate thing, as a workaround you can enable: "Filtering->Speed Change->Change speed" and set it to '29.976'
