Will undo the changes and move the histogram control over into Hybrid itself.

So to make it clear:
This was my mistake when you reported that the color picker you used showed PC range (0-255) where the ColorYUV indicator showed TV range (16-235) I should have told you that this is the correct behavior, since the color matrix of your content was 'Rec.709' and 'Rec.709' indicates that TV ranges should be converted to PC ranges for display.
Thus your assumption that the color ranges indicated and the color ranges shown should be identical was wrong, since you did not take the color matrix into account.

About why Hybrid assumes that the content is Rec.709:
MediaInfo reports that your content has no color matrix indication.

an by default Hybrid selects 'bt709' for input MPEG-2 which is TV scale.

Ps.: if you want the colors shown in the Avisynth Preview to represent the color ranges of the YUV values and not the RGB values shown during playback you need to change "Config->Internals->Avisynth->RGB to YUV matrix" form 'auto' to the value you want. In your case you probably want 'PC.709'.

Please restore the "Histogram" checkbox in the avisint preview window.
When I switch "RGB to YUV matrix" to 'PC.709', right side in the avisint preview window becomes color ranges of the YUV values (16-235), but left side leave RGB values (0-255). So it should be?

Also the frame server is name AviSynth not 'avisint'.
