[HELP] Issue Deinterlacing Footage

Hi,

I've been having some issues deinterlacing some DVD footage. I am unsure of the original camera used to capture the footage, and only have burnt DVDs with the footage on. All of the resolutions are 720x544 (or 720x540) which is the wrong resolution for either a PAL or NTSC DVD, and because all of the footage is shot in America, I assume it would be NTSC format. I've tried resizing to 720x480 and deinterlacing afterwards but I'm getting thick bands across all of the footage when I do this. Is there any way to help deinterlace this footage, or is it too deeply burned in?
