I need to upscale this VHS capture, but it has a strange moiré pattern, perhaps due to poor TV reception. The tape is from 1983.

I need to upscale this VHS capture, but it has a strange moiré pattern, perhaps due to poor TV reception. The tape is from 1983.
Is recapturing an option?
Source is: a. over exposed (+ some values out of tv scale) b. has tons of compression artifacts (that looks like overcompressed noise) c. occasional dropout Ignoring the color issues, I would start with somthing like using: a. crop + get rid of the black and broken borders b. using TemporalDegrain2 or MCDegrainSharp + SpotLess (temporal radius = 2) for denoising. c. some light dehaloing using YAHR d. on the left border you can use BalancedBorders (script: https://pastebin.com/qKurvANn; note the filter order) With that as a base could look at whether using CodeFormer or BasicVSR++ is a good idea, I suspect not in general (might help in some scenes, but will cause problems in other scenes). https://imgsli.com/MjUzMzQ0 Main problem is the lack of detail and the over exposure. The patterning is on the tape which was recorded from TV in 1983, and re-capture is not an option. It is a capture direct from the VHS tape via a Canopus DV bridge. Sadly, this tape has poor TV aerial reception.
