[HELP] Poor VHS capture

I need to upscale this VHS capture, but it has a strange moiré pattern, perhaps due to poor TV reception. The tape is from 1983.

Is recapturing an option?
Source is:
a. over exposed (+ some values out of tv scale)
b. has tons of compression artifacts (that looks like overcompressed noise)
c. occasional dropout

Ignoring the color issues, I would start with somthing like using:
a. crop + get rid of the black and broken borders
b. using TemporalDegrain2 or MCDegrainSharp + SpotLess (temporal radius = 2) for denoising.
c. some light dehaloing using YAHR
d. on the left border you can use BalancedBorders

With that as a base could look at whether using CodeFormer or BasicVSR++ is a good idea, I suspect not in general (might help in some scenes, but will cause problems in other scenes).

Main problem is the lack of detail and the over exposure.

The patterning is on the tape which was recorded from TV in 1983, and re-capture is not an option. It is a capture direct from the VHS tape via a Canopus DV bridge. Sadly, this tape has poor TV aerial reception.
