I read the instructions about msic.ini

My ini:

国家和语言都行不通。

Sorry, you are correct.
Changing the language was removed years ago since I never got around to do it.
(Also it was too much work and caused problems on some Linux distributions.)
Totally forgot to remove the info

The actual code marking all the translatable elements as translatable and the whole translation backend was removed years ago.
=> would be a lot of work, so this is probably not going to happen, sorry.
