a. You could always use it through a custom section.
After using it, you should let Hybrid know that you changed the resolution. (see tool-tip of custom sections edit pane)
b. Hybrid does use DeScale when deinterlacing and "Vapoursynth->Misc->Script->Lower res. before deinterlace" is used, since that was the only position I ever used it.
If you want broader DeScale suppport, you would need to share some more details, I would need more details.
