[HELP] Help with the FPS/interlacing of this PAL file? Also issue with encode speed.

It's a rather big file, so bear with me.

The stream frame rate, reported by Hybrid, is 25 FPS.
Container/output frame rate is 47.952 FPS.

This is a straight remux (no encode, or anything) of a PAL DVD. The FPS immediately caught my attention as that's obviously not right.
It is also clearly interlaced, with lots of interlace artifacts throughout.

Any time I have tried to encode it, with a deinterlacer (such as QTGMC), it comes out with juttery frames.

Additionally, it seems there is some issue with encoding this file, as no matter what settings I use, it goes at a very slow FPS, far slower than any other file with the same settings.
