torch + Vapoursynth R71

Vapoursynth R71 was released,...
  • fixed vertical mirroring at edges in convolution filters
  • improved trim and audiotrim error messages
  • updated the supported python versions to 3.13 and 3.8 on windows
  • updated visual studio 2022 runtime version

I'll probably start looking into where setting up the torch environment stands in regard to Python 3.13 and Vapoursynth R71.

It is possible to compile R71 with Python 12.x
It could be a fallback solution in the case there is problem in upgrading all the packages...
I already tried this when I checked the vspipe problem.
