Okay, then try:

• saving the script in vsViewer as test.vpy
  
• open a terminal window inside your Hybrid\64bit\Vapoursynth folder
  
• call:
  VSPIPE.exe "Path to test.vpy" NUL -c y4m --progress

Does that produce some error message?
