1. the output encoder used crf (crf=20.0)
2. yes, naturally the output of crf encoding is vbr
3. Bitrates
Overall bit rate: 2 861 kb/s = overall bitrate for the container, calculated by MediaInfo based on the size and lenght of the container
Bit rate: 2 858 kb/s = caclulated average bitrate, calculated by MediaInfo based on the size and length of the video stream
Maximum bit rate: 3 254 kb/s = maximum bitrate used by the video stream based on the analysis of MediaInfo

=> Seems all correct, my guess is you don't really know what you are doing.

Can't say for sure when MediaInfo will report max bitrate and when not.
You would have to ask the MediaInfo author about that.
I suspect that it's either that:
  • the used muxer of the other tool does not keep or write as much information as the muxer Hybrid used
  • the fact that Hybrid by default sets profile&levels&vbv might cause a difference.
